Some recent measures, including the European Child Guarantee, the Fifth National Childhood Plan and the PNRR draw a framework of overall investment in childhood that is completely new for our Country and that can radically change the welfare system for children and families. Their transversal aim is to build a renewed and integrated educational welfare, in every community, to the welfare of social and social-health services for children and families. Three instruments are described in this paper that can contribute to the realization of this aim: the Community Educational Pactss, the Educational Co-responsibility Pacts and the Framework Project with particular attention to their preventive potential, that is, to all those actions that can involve families in vulnerable situations.
