Abstract

EU agencies play an increasingly important role in the shaping and implementation of EU environmental law and policy. This contribution discusses the role of EU agencies in environmental law and policy. It analyses four sets of tasks attributed to them and their contribution to integrating environmental protection concerns, and examines the impact of the Green Deal on the tasks of the agencies, in particular of the European Environment Agency. It views that the Green Deal has consolidated and reinforced existing tasks of the EU agencies. It signals moreover the creation of a new body, the European Scientific Advisory Board on Climate Change that has been created by the European Climate law, with the specific mandate to give scientific advice on climate change to the EU institutions and Member States and give broader policy recommendations. Where currently the Green Deal decreases in importance due to the political agenda of the Commission and its focus on competitiveness, simplification and deregulation, and the dismantling of EU rules on environmental protection, it views that the role of EU agencies and the newly established Board may play a crucial role in ensuring environmental protection and producing independent scientific knowledge and creating awareness on climate change impacts and to monitor and identify actions to achieve the Union climate targets.
