Overview of the EU Court of Justice's rulings against Italy relating to infringements of EU environmental law. The focus of the analysis is the intergovernamental nature of the causes originating the infringments (overlapping areas of local, regional and state powers) and the "cultural" gap affecting the management of environmental problems in Italy (lack of impact assessment by independent bodies). Last but not least, the study reveals that EU infringement procedures is not an effective remedy to prevent irreparable damages to the environment.
