La lenta risocializzazione alle acque. Le aree agricole della Romagna dopo le alluvioni del 2023 e 2024

The terrible floods that hit Romagna in 2023 and 2024 also shook the agricultural world, causing distancing from civil authorities and criticism of hydraulic civil engineering. However, collaboration with landowners is essential in order to adopt the new philosophy of giving rivers more space. This paper analyses the timid attempts at collaboration between water authorities and landowners to establish flood easements and controlled flood areas. The concept of water socialization works as a theoretical reference point. The results of the investigation, which was conducted using discursive interviews, are modest: flood easements are almost unknown, and projects for detention water basins are yet to come. Post-flood issues, such as compensation for damages, have negatively influenced this research but are certainly prompting a rethinking, if not a resocialization, of the concrete agricultural practices in Romagna.
