From «Progress» to «Development». The French Moment and the Science of History (1820-1840) The French philosophical moment of the first decades of the 19th century marks a sig- nificant transformation in the history of the concept of progress. The translation of the concept of progress into the concept of «development» and the foundation of a science of history make progress available to the function of government through the progno- sis that binds the future to the past. This entails a different regime of historicity and a new epistemology of the political, which the article reconstructs through Tocqueville, Guizot and Comte.
