Energy Communities in Europe. An Interdisciplinary Report on Legal Issues Raising from the EU Legislative Framework and Its Implementation in Selected Member States*

Abstract- ITA ** Il rapporto esamina lo stato attuale delle comunità energetiche nell'Unione Europea, in relazione alla legislazione UE rilevante in materia, ma con un focus specifico su Austria e Italia come casi di studio esemplari. Vengono delineati in dettaglio i complessi requisiti giuridici necessari per l'istituzione di comunità energetiche, evidenziando le complessità del processo. Inoltre, il rapporto fornisce un'analisi critica delle pratiche esistenti all'interno di queste comunità, offrendo una prospettiva sugli aspetti operativi e identificando aree di successo e di miglioramento. Per una migliore comprensione, viene condotta un'analisi SWOT che approfondisce punti di forza, debolezze, opportunità e ciriticità che queste comunità devono affrontare. Sulla base di questa analisi dettagliata, il rapporto formula una serie di raccomandazioni volte ad affrontare le sfide identificate e sfruttare le potenziali opportunità, delineando una roadmap per il futuro sviluppo delle comunità energetiche, nel contesto normativo UE.
