In Sallust’s "bellum Catilinae", references to elections and electoral campaigns are rather generic. This is true also from the point of view of programs, especially in their economic aspects. Sallust’s approach can be explained by the fact that the historian considers "cupido imperii" as the most subversive of all the vices mentioned in 10,3 and 11,1. That’s how in our view it is possible to resolve the apparent contradiction between 10,3 and 11,1, and that’s why the "bellum Catilinae" doesn’t offer a detailed account about "aes alienum", even if the problem probably affected the whole Roman citizenship.
