This paper does not pretend to exhaust the sphere of freedom in the conception of government that Rosmini develops in his political works: it will dwell on some aspects that make it possible to show the relevance of the principle of passivity in that sphere – that of the government of civil society – in which the (earthly) destiny of man is at stake, underlining the link between this principle and freedom and taking care to show also the role of the virtue of prudence. The centrality of freedom in the functions of government is fundamentally linked to two facts: the first is that the person is the ontological fulcrum of civil society; the second is that, for Rosmini, the person is freedom, so much so that society presupposes freedom. He who governs civil society is free to the extent that he directs all his actions towards the attainment of the true human good, the ultimate goal of society.
