This article addresses the evolution of the EEC/EU’s policy towards the Russian federation and the post-soviet space between 1992 and 1994, from the under researched viewpoint of the European Commission. Focusing on the political leadership of Commission President Jacques Delors, this study shows the failed ambition of the latter to safeguard the unity of the post-so- viet space and, at the same time, avoid the isolation of the Russian federa- tion from the post-Cold War European order. This article draws on recently declassified archival sources from the Historical Archives of the European Commission in Brussels and the personal archives of Jacques Delors.
