This paper focuses on the methodology used to analyse policies and related documents that involve integration and access for people experiencing homelessness to social and healthcare services in Italy. The research investigates the periods before and after the pandemic. The regional diversity is taken into account when observing if and how these groups are represented within the national, regional and local policy framework. The questions asked from the “What’s the problem represented to be?” (WPR) approach by Carol Bacchi will serve as a guide to understand the different representations of “problems”.
