Le condizioni dell'autonomia: dalla mancata attuazione della riforma del Titolo V all'elaborazione del PNRR

The essey concerns the implementation of regional federalism in Italy. The author identifies the first weak point in the lack of legislative autonomy. The law still remains essentially of a state nature. Furthermore, the multilevel governance project has not been effectively implemented: the system is not flexible but still pyramidal. Finally, the resources are still largely coming from state transfers. With the PNRR we are witnessing a renewed centralization of powers. The process of elaboration and implementation of the PNRR has so far seen a very limited participation of Regions and local authorities.
