ABSTRACT: With the decision no. 189/2021, the Italian Constitutional Court ruled on administrative devolution powers and their relationship with the current article 118 of the Constitution. Twenty years after the approval of the emended Title V, Part II of the Constitution, that decision allows us to focus on some peculiar effects of the substantial tightening of the scheme of allocation of the administrative powers, as a result of the new formulation of art. 118 Const.; hence, an additional administrative centralization in the hands of the Regions, to the detriment of local authorities.
