Since the beginning, the legislations regarding access to environmental information have given to the public administration the exclusive role of collector and disseminator of this information assets. However, this function has been proved to be more efficient in protecting proprietary, and territorially limited, interests, than in realizing a virtuous circle between information and citizenship, capable to support successfully a system of incentives and sanctions. Considering these inefficiencies and limits and the climate change emergency, it is appropriate to critically rethink the system as a whole. The advent of the Internet and digital communications, then, seems to contribute to manage environmental information more efficiently, while reducing the exclusive role of the public administration. So the idea is to spread new transparency obligations over individuals and businesses, especially those with greater impact. The article focuses also on a set of remedies, including injunctive reliefs, which might be adopted in case of possible violations.
