Much has been written on regionalism; not so much on its being an expression of the principle of separation of powers (declined vertically). In the context of the Italian studies on regionalism, in fact, the vertical separation of powers is thought mainly in relation to the territorial organization of the welfare system or to the question of democratic participation. Much less as an institutional guarantee of freedom. However, in this way the institutional profile of the regions risks being reduced to a territorial articulation of an essentially state system. By following this path the Italian constitutional system renounces to a fundamental guarantee of freedom.
