The so called Decreto semplificazioni bis (d.l. no. 77 of 2021, convert ed with amendments in law no. 108 of 2021) introduced some changes to the code of the environment (d.lgs. no. 152 of 2006). Each of the studied reforms affect the protection of the sensitive interests by streamlining and accelerating the procedures: an approach that globally characteries the legislative implementation of the Piano Nazionale di Ripresa e Resilienza. More specifically, the Author carries out an overall analysis of art. 19 – Modalità di svolgimento del procedimento di verifica di assoggettabilità a VIA –, art. 25 – Valutazione degli impatti ambientali e provvedimento di VIA – and art. 27 – Provvedimento unico in materia ambientale – of the code, in order to evaluate the reforms’ impact. The paper identifies the most noteworthy elements within the complex legal framework: the reduction of the procedures’ time limits (in particular of the investigation and decision-making phases); the maintenance of an autonomous eval uation space for the cultural and landscape interests, recognizable in the agreement between MTE and MiC; the devolution of the matter to the holder of the substitutive power, in lieu of the application of art. 17-bis of law no. 241 on silent consent between administrations, provision on which the legislator places little trust
