This paper analyses the meaning of the expression "conventus ante ecclesiam" in relation to the territorial administration of the Lombard state and the ways in which—and where—rural communities made their decisions. I propose to reformulate the problem by drawing together the fragmentary evidence from written sources and the archaeological data, which has been little explored from this perspective.
