Financial autonomy represents a decisive but neglected chapter in our institutional system, still deadlocked in an attitude which doesn't foster the principle of responsibility. It is necessary to recall this issue by considering the Italian specific situation, which by one side is only feasible with a several fiscal federalism, and where by the other side the parasitical drifts are no more acceptable. The research for new solutions is absolutely needful in this moment due to the new constitutional dimension which relates with resources, rights and democratic governance patterns.

Abstract
