This essay argues that by diversifying various components of the production process—locating factories in various countries, managing elements of the production process from different centers, and segregating workers by ethnicity or national origin—contemporary manufacturing systems are able to localize close to the market while also exploiting low wages and minimal labor regulations. To illustrate our argument, we examine three of Foxconn’s European factories.
