Guidance is a practice that must be developed over a lifetime, accompanying people in the planning of their lives and considering the context to which they belong. Because of constant internal and external changes, people enter in decisional processes of a professional and a personal kind which can lead to a variation or a realization of their plans. In Venezuela, a national system of guidance is being developed which requires new instruments for the adult population, for which a balance of skills needs to be proposed. This is a method devised for life planning of adults on a personal level. It is being developed in personal and group sessions, lead by a counselor. Its aim is to realize a personal and professional project with high educational importance, considering the individual as being at the center of the learning process. The aim of this research is to realize a proposal of a "bilan de competence" for adults in Venezuela, as an internal instrument of educational guidance. In order to design the "bilan de competence" model the most important international experiences have been analyzed with particular emphasis on Italian and French best practice examples. Specifically, a survey will be submitted to two groups of twenty students enrolled at the Department of Educational Science of the University of Padova in two consecutive academic years, as well as a semi-structured interview to ten privileged witnesses. This proposal sets out to respond to the needs of guidance for adults, and thereby facilitate their emancipational processes. The aim is to make to proposal for the balance of skills adapted in the Venezuelan context to promote emancipational personal processes.
