The paper addresses the issue of time discounting in the valuation of the compensation for environmental damage from the theoretical and operational viewpoints. Under an evaluation framework disaggregating the damage into its different components, the approach proposed by the paper differentiates the discount rate by each component, according to its time length. Consequently, the discount rate declines stepwise over time, in a way endogenously defined by the specific environmental damage time profile.
