Pre's du Delta: les re'seaux territoriaux dans le Ngalenka

Despite official declarations, the growth of local development has many difficulties to be assertive in the Senegal Valley (dirigisme, low participation, dispersed associations base). However, the territory is now, in places, somehow reapproriating the "territorial mass" produced by the hydraulic territorialisation. The case of Sector Ngalenka, near Podor, is an example; a new territorial system is coming up, of which three patterns are outlined: economic dissipation, the dependence from external conditions, the links between different elements, within and outside the project.
