The paper examines the state of the water services and the criteria of water policy in Italy. The policy deals with institutions, criteria and procedures. Each aspect is relevant and all of them must fit in a consistent system. The aim of this paper is exactly to investigate such problems as arising from the reform introduced in 1964. Special attention is devoted to the aspects of Italian experience which can be relevant for other countries.
