The aim of this paper is to analyze the distributive issues of public financing of compulsory education through different school vouchers schemes as they are being implemented on a regional basis in the Italian education system. In economic theory, vouchers are presented as a possible solution to efficiency problems of a pure public system: by approximating a competitive market mechanisms, vouchers oblige schools to respond more adequately to consumers’ preferences and intentions. Contrary to theoretical propositions, it may be argued that actual implementation of vouchers schemes often reflects ideological background of governments rather than efficiency concerns. We will support this case showing how vouchers are applied in Italy.
